As a parent/legal guardian of a child playing soccer at the Gallatin Soccer Club (GSC), I agree:

1. I will not force my child to participate in a sports program and will make every effort to make my child’s participation at GSC a positive experience. I will remember that children participate to have fun and that the game is for youth.,not adults.

2. I will be a positive role model for my child and encourage good sportsmanship at all times. I agree to, and I will require my child to, show respect and courtesy, and demonstrate positive support for all players, coaches, officials and spectators (regardless of race, creed, color, sex or ability) at every practice and game.

3. I will respect the authority of the coach, referee(s), and GSC officials during games and will never question, discuss, or confront a coach or referee during a game. Instead, I will take time to speak with the coach at an agreed upon time and place. I will not come out onto a field during a game unless instructed by a coach in the case of an injury to my child.

4. I will not openly criticize or question a referee’s judgments or his/her honesty, not will I yell at a referee during a game. I acknowledge that a number of GSC referees are young and learning how to officiate just as my child is learning to play soccer. I will quietly and calmly voice any issues, concerns, or comments to the Referee Assignor or to a GSC Board Member.

5. I will refrain from using abusive or profane language and will teach my child to do the same. I understand that profanity will not be tolerated at any time – this includes words and images printed on clothing. I further understand that players using profanity will be ejected from the game, and parents or spectators using profanity will be asked to leave the GSC fields.

6. I will show respect for my child’s coach, his/her teammates, and others by making every effort to make sure that my child is on time for every practice and every game. I understand that this means being on the proper field and ready at the assigned time, and not merely being on GSC property or in the parking lot.

7. I will endeavor to learn the rules of the game and the policies of the GSC so that I may better understand the game and support the referees in their enforcement of the rules.

8. I will instruct my child to play by the rules and to resolve conflicts without resorting to hostility or violence. I also pledge to support the coach, referee, and/or GSC officials in regards to any disciplinary actions they may impose as a result of my child’s failure to follow the rules or for any acts of physical violence.

9. I will take the role of cheerleader when my child is playing, and I will refrain from coaching my child or other players during games and practices, unless I am one of the official coaches of the team. I understand that if I call out instructions to a child, I may be telling him/her to do the exact opposite of what the coach has told him/her to do, and this will only confuse and frustrate the players on the team.

10. I will teach my child that soccer is a team sport, that every position on the field is an important one, and that the results of a game are not determined by the actions, performance, or abilities of just one player.

11. I will teach my child that doing one’s best is more important than winning, so that my child will never feel defeated by the outcome of a game or his/her performance. Furthermore, I will praise my child for competing fairly and trying hard, and make my child feel like a winner every time.

12. I agree to abide by all GSC rules and policies, and I understand that GSC has the authority to enforce those rules and policies. By signing the registration form I understand and agree with the Code of Conduct as well as the rules and policies of GSC. The signature of one parent, custodial parent or legal guardian shall be inclusive of any other parent, custodial parent or legal guardian of the minor.

13. I understand that GSC is an all-volunteer organization. I further acknowledge that the programs are primarily administered by parents, who volunteer their time, rather than paid professionals.

Abuse Prevention and Reporting Policy

Purpose and Scope

The purpose and scope of this physical, mental and sexual abuse policy is to ensure all children connected to

Gallatin soccer club activities are provided with a safe environment to explore athletics. Young athletes as well as

child visitors to the fields will have a safe place to enjoy outdoor sports free from physical, mental and sexual abuse.

Tennessee is a mandatory reporter state, Every adult, who may include but is not limited to, coaches, board

members, referees and parents that may interact with a young athlete must report actual or suspected abuse

within as soon as reasonably possible. The responsibility of reporting is laid on the witnessing adult.

D. Methods to Prevent Abuse

a. All Coaches will have a completed background check prior to any contact with GSC registered

players.

b. All recreational players in age groups U10 and below will have an accompanying adult present at

the fields at all times during GSC sanctioned activities.

c. Try to never create a one on one situation with non-family members.

d. Use a rule of 3 when:

i. Providing transportations to and from events.

ii. All practices and games

e. Avoid sexual references and nicknames

f. Never single out a player by swearing at them or belittling them.

g. Never touch a player on a private area

h. Board members are encouraged to drop in on practices to witness coaching styles and intensity.

i. Hold tempers in check, remember this is about the children having fun and learning soccer not

about the adult winning.

E. Retaliation

The purpose of this policy is to encourage open and honest reporting of abuse, in such GSC will not tolerate any

form of retaliation against an adult or child who reports suspected or actual events of abuse.

Policies and Procedures for GSC Competitive Teams  

Purpose  

Purpose –

Establish policies and procedures which provide guidance to club leaders,

coaches, parents and others involved with the Gallatin Soccer Club (GSC) on the requirements and formation of Competitive teams.  

Philosophy  

The Gallatin Soccer Club Competitive program (Rangers) is committed to developing

players and coaches in a positive soccer environment. Our goal is to provide an

opportunity for players to play at the highest level commensurate with

individual ability, potential and interest. To support this goal, GSC Rangers

provide professional training and coaching at all age levels, along with a

myriad of programs designed to maximize player potential, character and sportsmanship.  

Roles  

Roles of GSC Members for Competitive Teams – Below is a guideline of the role of

different GSC members in the competitive program. These responsibilities

include but are not necessarily limited to what is listed for each member.  

∙ GSC Board of Directors – Final oversight and approval of all Teams, Rosters, Players, Coaches and Managers.  

∙ Director of Select – Voting member of the GSC Board of Directors.

General oversight of the Gallatin Soccer Club competitive (Rangers) program.

Participates in monthly GSC Board meetings as representative for the

competitive teams to the GSC Board. Other roles as noted in, but not limited to, policies below.  

∙ Referee Assignor – Non-voting GSC Board member. Used to assign referees for all GSC hosted games.  

∙ Director of Coaching – Voting member of the GSC Board of Directors. General oversight of team coaches and assistants. Work with coaches in areas of player development, growth and coaching education. Other roles as noted in, but not limited to, policies below.  

∙ Director of Risk Management – Screens background checks for all

coaches and GSC members. Oversight of GSC policies around risk mitigation

including, but not limited to Abuse Awareness, Cardiac, Concussion, Severe Weather, etc. 

∙ Director of Publicity – Point of contact for all things regarding publicity, advertising

and communication. This can include both digital and print including social media.  

Team Names, Colors and Uniforms  

∙ GSC competitive teams will be known as the Rangers for boys and Lady

Rangers for girl’s teams. For purposes of tournament entries and other team

listings, teams shall be listed as:  GSC Rangers XX or GSC Lady Rangers XX where XX represents the 2-digit year. 

∙ Rangers primary colors will consist of Green, White and Gold.  

∙ All teams will use a club approved uniform for games and tournaments which shall be approved by the GSC Board on recommendation from the Director of Select.  

∙ Unless required otherwise, uniforms will be specified on a 2-year rotating basis.  

∙ Uniform Kits may be chosen and approved which use colors outside of the 3 primary colors but must follow the approval process stated above. 

TEAM ADMINISTRATION AND SELECTION  

Head Coach  

The role of the Head Coach (Coach) is:  

∙ Responsible for the overall development and success of the team and the players. 

∙ To coach during games and practices.  

∙ Determine lineups, playing time and positions of the team players.  

∙ To undertake player evaluations.  

∙ Be the first line of communication for team parents when a potential grievance is identified.   

∙ To address concerns from parents concerning their child.  

 ∙ Conform to the policies of the Code of Conduct for Coaches.  

∙ Conform to, and monitor for others’ adherence, the policies of the Code of Conduct for both parents and players.  

∙ Coaches are responsible for the conduct of the team on and off the field when the team is together and part of a club event.  

∙ Collaborate with Manager in creating team schedules including Friendlies, Tournaments or League Play.  

A Head Coach may be coaching more than one GSC Rangers team. Because of this, there will be schedule conflicts that prevent the Head Coach from making it to every game. In these instances, another Rangers Head Coach or Assistant Coach will cover the practice or game.  

Assistant Coach  

The Assistant Coach (Assistant) will work under the authority of the team’s head coach and will assist as directed. In the event that the head coach is absent for a practice or for a game, the Assistant will take over all the Head Coaching responsibilities.  

Team Managers  

Team

Managers (Managers) are parents who volunteer to fulfill a vital role in each age group. They are typically the liaison with the coach on paperwork issues and whatever else is deemed necessary to ensure the smooth running of an age group. The Manager is not a coach and should not be on the bench sideline during games except as requested by the Head Coach. Other responsibilities include but are not limited to: 

∙ Collaborate with Head Coach in scheduling of games and tournament registrations

∙ Coordinating game rosters with Coach  

∙ Coordinating game cards and players cards for each game  

∙ Distributing rosters and game information in a timely manner to parents  

∙ Ensure uniforms have been purchased by all players  

∙ Work with Treasurer in securing payments for team tournaments and/or referee fees

Selection of Coaches, Assistants and Managers  

∙ Coaches may be determined for teams before or after teams have been formed based on availability of coaches.

∙ Coaches shall be selected by the GSC Director of Coaching and GSC Director of Select from candidate pools for recommendation to the GSC Board.

∙ Prior coaching experience, both with GSC and otherwise, along with USSF coaching license levels and overall knowledge of the game of soccer will be considered when selecting coaches.

∙ Preference will be given to returning coaches for a team unless

there exists a request from that coach to NOT return or there is another overriding disciplinary reason to remove a coach.

∙ It will be the goal that a coach will serve as HEAD coach for a single team so that each team may have a dedicated coach.

∙ A coach serving as Head Coach MAY serve as an Assistant Coach for another team(s).

∙ If no candidates exist for a team, the GSC Director of Coaching (DOC) and GSC Director of Select may recruit/select from volunteers.

∙ Grandfathering of existing teams as exceptions to above coach selection policies as of the time of adoption of these policies shall be generally allowed, however all exceptions require approval of both Director of Coaching and Director of Select.

∙ Coaches and Managers for each team are subject to final approval by the GSC Board.  

∙ All Coaches, Assistants, and Managers must submit for a Background Check, Abuse, Cardiac, and Concussion trainings as required by GSC and/or TSSA.

All background checks and training compliance is subject to review by the GSC Director of Risk Management.  

∙ All Coaches, Assistants, and Managers agree to follow GSC and TSSA codes of conduct.  Violations of such could lead to disciplinary action. 

FORMATION OF TEAMS  

Tryouts  

∙ An open tryout will be conducted at minimum on an annual basis in the summer for all prospective players.  

∙ Tryouts will be held at Triple Creek Park or other predetermined

location as decided by the Director of Select and approved by the GSC Board.  

∙ Tryout dates shall be established by the Director of Select, who may collaborate with the Director of Coaches and available team coaches, with those dates to be approved by the GSC Board. Any tryout dates shall be in accordance with the Tennessee State Soccer Association (TSSA) guidelines regarding the tryout period for specific age groups.  

∙ Director of Select, and/or person(s) appointed by such, will handle administrative side of tryouts (player registration, check-in, etc.) as well as be point-person for parents during tryouts. 

∙ Director of Coaching, and/or person(s) appointed by such, will work with club coaches and establish tryout activities and evaluation criteria.  

∙ With approval of the Director of Select and GSC Board, additional team specific tryout periods may be conducted as needed if necessary to create a roster of necessary size. TSSA guidelines apply in all instances.  

∙ All players must try out according to their birth year. These tryouts are designed to evaluate players and ensure that they are placed on the appropriate roster.  

Team Assignments  

∙ Prospective players must attend open tryouts to be considered for selection. 

∙ Returning players are expected to attend open tryouts and previous selection is not a guarantee of a roster spot.  

 ∙ Circumstances where a player cannot attend the open tryout period but wish to play with a team will be considered on a case-by-case basis.  

∙ In such cases as additional players are needed for a team, an additional tryout period MAY be conducted with necessary approvals as outlined in Tryouts͟ section of the Policies. 

∙ Team assignments are made by both the Head Coach and Assistant Coach and are based upon skill level and capabilities.  

 ∙ Preference will be given to forming teams consisting of players with a single age group (birth year). 

 ∙ The Rangers reserve the right to assign individual players to teams that are not age appropriate, but better fit with the player’s skill level and capabilities. The Club also reserves the right to assign players to

teams to ensure that there are enough players to field a team at a particular age group, as long as the assignment does not negatively impact the player’s development. Any of these changes will need to be agreed upon by both Head Coaches of teams affected as well as the Director of Coaching and Director of Select.  

Guest Playing & Non-Sanctioned Event Participation  

The TSSA Policies & Procedures are to be followed regarding guest playing and all TSSA paperwork must be completed and processed.  

Recruiting  

All teams and club personnel including Coaches, Managers, Parents, and Players shall adhere to the TSSA Policy 26 about recruiting. No members of the Rangers program shall attempt to recruit player(s) while they are registered to another club or team.  

Any recruiting from the GSC Recreational Program must be done both carefully and considerately.  Any

request to get direct contact information or to send out information regarding the Rangers teams must get overall approval from the Director of Select as well as the GSC Board. This includes but is not limited to telephone, text, email, social media, flyers, etc.…

Fees and Tournaments  

CLUB FEES AND FINANCIAL POLICIES  

Fees for participation in the club cover a full season (fall, indoor, and spring). A player who accepts an invitation to play with the Club commits to pay the entire fee for the full soccer year. No refunds, partial or full, will be issued to players who choose not to participate for any reason at any point after the commitment is made. At the discretion of the GSC Board a discretionary credit may be considered for a season ending injury. No refunds, partial or full will be made in the event a player is suspended or removed from the program due to disciplinary reasons.  

FUNDRAISING 

GSC Rangers will seek additional ways to raise funds to help defray the cost of the program and is open to suggestions. Suggestions should be forwarded to the Director of Select for review. Fundraising may be done both for the club as a whole or by individual teams. Any money received during Fundraising that is not allocated to individual teams will be given out proportionally to the teams that performed the Fundraising activity.  

TOURNAMENTS  

Every team is expected to participate in tournaments each soccer year as laid out in the program and fee structure relative to the age group. Selection of the tournaments will be done by collaboration between the Coaches and Manager and will be based upon team development needs, variety of competition, etc. Entry fees, accommodations, and travel expenses will be the sole responsibility of the participating team. The cost is divided by the players that have committed to attend and therefore once committed the fee is payable and non-refundable. All tournament fees, including those for additional tournaments, must be processed through the Manager of that team. 

PARENT/PLAYER COMMITMENT  

Parent/Player Agreement  

Every

parent and player consents to a code of conduct agreement and all club policies

upon accepting an invitation to join the club. This Parent/Player agreement

sets out expectations relative to behavior, sportsmanship, and conduct as a

member of GSC Rangers. By signing the document, the parent/player agrees to

honor this agreement. Violations of the agreement may result in sanctions

imposed on the offending member. These sanctions may include but are not

limited to: reprimand; suspension from the team and club activities and

facilities; and in extreme cases, expulsion from the club.  

Sideline Behavior  

Parents

are expected to maintain a positive sportsmanship approach towards all players,

officials, coaches, and other families before, during, and after a game. Verbal

or physical assaults on referees, players, coaches or other parents will not be

tolerated and will be cause for suspension. In addition, it is important that

parents avoid attempting to help coach players from the sideline. By observing

this rule, the parents also reduce potential confusion created when players

receive instructions from multiple sources. Allowing the coaches to be the sole

source of instruction during a game ensures that the potential for player

confusion is reduced. Behavior by the parent or player in contravention to the

player/parent agreement and/or deemed inappropriate by the Coach, Director of Select or by the GSC Board will result in disciplinary action.  

Uniform Guidelines  

All players must wear the GSC Rangers Training kit for all practices unless instructed otherwise by their perspective coach. Shin guards must be worn with socks pulled up over the shin guards.  

All players must wear the approved GSC Ranger Uniform kits for all games. Coaches and/or Managers will direct each team as to which uniform color to wear for each game. Players should always bring both full uniforms to each game if a uniform switch is necessary.  

GRIEVANCES  

Grievances or complaints about team matters should be directed to the Coach and, if possible, resolved 

at the team level. If the matter cannot be resolved at the team level, the Coach should present the grievance or complaint to the Director of Select. Grievances or complaints about the Coach should be communicated directly to the Director of Select. All grievances or complaints given to the Director of Select will be reviewed with the Director of Coaching and the GSC Board. 

PLAYING TIME  

The GSC Rangers do not have a policy requirement on equal playing time for all players on a team.  Playing time is determined by several factors including:

attendance at practices and games; attitude at practices and games; and playing

ability. GSC Rangers encourage all coaches to substitute so that all registered players have meaningful playing time during Friendlies. Playing time during Tournament is recommended but not required.  

DISCIPLINARY ACTION  

Behavior by the parent or player in contravention to the player/parent agreement and/or deemed

inappropriate by the Rangers and GSC Board will result in disciplinary action which may include but is not limited to the following:  

∙ Issue a letter of reprimand  

∙ Place on probation with such special conditions as are deemed appropriate

∙ Suspend for a definite period of time not to exceed one (1) year from the date of the offense.  

Disciplinary action may be extended to include all family members. If the Rangers and GSC Board find the conduct of any player/parent purposely ignores the Rangers Club Rules, Regulations or is detrimental to the objectives of the club, it may suspend the player/parent, or take such other sanctions or actions deemed necessary under the circumstances.

Conduct as well as the rules and policies of GSC. The signature of one parent, custodial parent or

legal guardian shall be inclusive of any other parent, custodial parent, guest or legal guardian of the

minor.

16. I understand that GSC is an all-volunteer organizaon. I further acknowledge that the programs are

Violaon of the terms in this policy may result in the following acons and are subject to review by the

Execuve commiee and the discipline commiee. Gallan Soccer Club (GSC), guided by TSSA, employs

a Zero Tolerance Policy for Physical and Verbal Abuse.

The Discipline commiee dues may include: reviews incidents, complaints and concerns from

individuals, member clubs and/or the League, gathers informaon from all pares involved, mediates or

conducts hearings, reports findings and may iniate disciplinary proceedings against any player, team

official or spectator.

The discipline commiee shall consist of at a minimum: Vice President/Risk Manager, Age Division

Director and an imparal club member. In the absence of a Disciplinary Commiee, the Execuve

commiee may levy acons based on evidence discovered.

Disciplinary Proceedings

Incident reports submied to GSC Disciplinary Commiee are kept CONFIDENTIAL and your name will be

withheld if you wish.

Invesgaon – All allegaons and incidents will be invesgate to their fullest extent.

Reporng Findings – Findings will be reported to the board at the monthly meeng and disciplinary

acons will be given verbally to the pares involved followed by communicaon outlining the resoluon

according to the club.

Disciplinary Acon –

Physical Assault from Adult to any member of the club/opponent will result in at a minimum a seasonal

ban and may result in up to a permanent ban from all GSC soccer related events in the future.

Physical Assault from child to any member of the club/opponent – Will result in a minimum of one game

suspension but may include up to a permanent ban from all GSC soccer related funcons in the future.

Verbal Harassment or Berang of any official, child, coach or opponent will result in the following:

o First offense- Verbal Warning/ UP to a One Game Suspension (depends on severity)

o Second Offense- 3 Game Suspension

o Third Offense – Seasonal Ban

o Fourth Offense – Permanent Ban from all GSC soccer related acvies.

** Please note for select soccer violaons, all fines passed down from the state soccer associaon are the

responsibility of the team, in addion the board reserves the right to pull any player card or coaching

privilege for persistent infracons.

Protest and Appeal – Decision can be appealed to the Club Vice President within (48) hours of receipt of

the decision. Appeals will be decided upon at the earliest GSC Board meeng scheduled.

Purpose and Scope

The purpose and scope of this Emergency Action Plan (EAP) is to establish an organizational structure and

procedures for response to major emergencies involving GSC events at Triple Creek Park. It assigns the roles and

responsibilities for the implementation of the plan during an emergency. This plan has been prepared to address

major types of emergencies affecting outdoor play and practice at the Triple Creek complex. Gallatin Soccer Club is

committed to supporting the welfare of its players, families, coaches and directors. This plan is designed to

a. The Person Closest to the injured person Should call 911

b. Unless absolutely necessary the person qualified to administer CPR and first aid should not

also be on the phone with emergency operators.

c. After 911 has been called, the highest ranking person on the scene will initiate a chain of

command for securing the scene and directing emergency services to the injured person.

2. Securing the Scene

a. Qualified CPR / First Aid Responder will care for the injured person

b. Highest ranking person on scene will direct a 911 call or call 911 depending on how many

people are present.

c. President/Vice President/Risk Control/Director will be notified. The Risk Control Manager or

Director will grab a flag from the first aid kit and use that to direct emergency services to the

injured person.

d. After Emergency services has arrived, the highest ranking person will keep the scene secure.

e. The flag person shall remain posted to keep traffic clear for emergency services leaving the

park.

f. If the injured person is a player and cannot safely be moved from the scene, the game will be

suspended until the player is safely removed.

E. Active Shooter Plan

An “active shooter” is defined as a person or persons who appear to be actively engaged in killing or attempting to

kill people at the event premises. In most cases active shooters use a firearm(s) and display no pattern or method for

selection of their victims.

In the event of an active shooter 3 responses are warranted and will be detailed as follow:

1. Evacuate the scene- The first and safest option is in the event the family is still in their vehicle or close

enough to their vehicle to safely enter it and drive away. Stay low in the vehicle and account for all family

members. Remain calm as possible, instruct all people in the vehicle to remain as low as possible and get as

far away from the sound of gunfire as possible.

2. Hide- The second option is to hide. The vegetation and low lying ditches at Triple Creek are excellent first

cover. Coaches and parents already on the field are encouraged to quickly get to the tree line and take

cover. The houses behind the park may also be used as cover and may provide a safe inside location if

those homeowners are outside investigating the shot fired sound. Instruct children to stay as low as possible

and assign adults to watch directionally for incoming Active shooters.

3. Self Defense- This is the last option and the one considered a last resort. Remember if this is your only

option, you must fully commit to it. Once confronted you must initiate aggressive action. Improvise

weapons and become as big as possible. Understand that this is the last resort and there is a high likelihood

of failure.

F. Calling Police

Do not make up information. The police want to know:

a. Description of suspect and possible location.

b. Number and types of weapons.

c. Suspect’s direction of travel.

d. Location and condition of any victims

e. Stay on the line and follow instructions

G. When Law Enforcement Arrives

Keep in mind that when law enforcement arrives they are looking for a person with a weapon, if you have chosen

self-defense and have a firearm at the ready; you are a suspect and should comply with all instructions. Trying to

explain that you are a good guy with a gun may get you killed.

Comply with the following:

a) Remain calm, and follow officers’ instructions

b) Put down any items in your hands (i.e., bags, jackets)

c) Immediately raise your hands and spread your fingers

d) Keep your hands visible at all times

e) Avoid making quick movements toward officers such as attempting to hold on to them for safety

f) Avoid pointing, screaming and/or yelling

g) Do not stop to ask officers for help or direction when evacuating

h) Notify Incident commander that you have evacuated the premises and answer all questions asked of

you.

H. Post Incident

Authorities understand that people are hiding. Listen for an all clear or for distinct instruction from officers, such as

“this is Officer X” “I am here to help you” “ It is safe to come out”

I. Anaphylaxis Reaction

Gallatin Soccer Club is aware that children may have allergic reactions to chemicals, the environment or certain

foods. GSC maintains one bottle of Benadryl in each of the three field first aid bags. Child at high risk of allergic

reaction are required to be identified by parents to GSC staff at the time of enrollment.

Medication required will be maintained by the parent or guardian

Outdoor Event Lightning/Severe Weather Policy  

PURPOSE AND SCOPE  

Lightning is one of the most common and dangerous weather conditions that impacts outdoor events. Most injuries  result from inappropriate action taken during thunderstorms, particularly when people are caught outdoors during  recreation events. Being aware of, and following, proven lightning safety guidelines can greatly reduce the risk of  injury or death.  

An important step in preventing a lightning strike accident is to adhere to a set of policies and procedures governing  what steps are to be taken in the event lightning/severe weather is present. All GSC and Ranger sponsored outdoor  events must have a lightning/severe weather plan as part of the pre- plan for that event. Vendors and Guests that  work outdoors must also plan for lightning/severe weather and establish plans that comply with GSC basic policy.  The lightning/severe weather pre-plan should include, at a minimum, the following points which are addressed in  more detail below:  

∙ Establish a chain of command that identifies the individual(s) who have the authority to remove individuals  from the field or a given activity.  

∙ Establish a designated weather watcher personnel and equipment. Designate a point person who will  monitor equipment and alert the chain of command when to initiate severe weather protocol.  ∙ Designate Shelters, Alarms and warning systems and inform all affected parties how to identify  them.  

∙ Have a list of safe areas for people to find shelter from the dangerous weather.  

∙ Use specific criteria for cancellation, suspension, and resumption of activities.  

∙ Use the recommended lightning safety strategies.  

A. Chain of Command  

As part of a unified safety culture any GSC board member may suspend play due to immediate severe weather (ex  ..unexpected thunder or lightning storms, high winds etc). For all other incidences, The Risk Control Manager will  evaluate perceived risk and consult with GSC President and Vice President about proactive game suspension or  delay due to severe weather. Age Directors will be responsible for notifying incoming coaches as well as informing  active coaches and families of the safety decisions.  

B. Weather Watcher  

The designated weather watcher is an included duty of the Risk control manager and the Club President. They will  have the duty to be aware of approaching storms and to watch for signs of dangerous weather. In the event there is  dangerous weather in the area, it is their responsibility to inform the respective directors of the potential danger  associated with the incoming weather and make recommendations regarding suspension of event activities.  

Maintenance of weather related equipment is the responsibility of the risk control manager. Verified cell phone  applications and field lighting equipment will be available and in use based on not only forecast but visual and  actual conditions that exist the day of practice and games. 

C. Safe Shelters, Alarms and Warning Systems  

An ideal choice for a thunderstorm/lightning shelter is any fully enclosed, normally occupied, or frequently used  building. This means the building used has plumbing, electrical wiring, and/or telephone services able to ground the  structure, protecting it from being struck.  

Our Ideal location for small groups in the club house and concession stand indoors area. This has limited space, but  would be ideal for referees, coaches and board members.  

If a fully enclosed shelter is not available, a fully enclosed vehicle with a metal roof and windows closed is a  reasonable alternative. Convertibles, golf carts, and other ATVs such as Gators do not provide protection from  lightning and are not considered safe.  

Parents are encouraged to seek shelter in a vehicle that matches the description above. Individuals who may have  drove UTV’s or Motorcycles or bicycles to the field should be welcomed in the safety of the club house.  

Caution! - Small areas/enclosures, such as storage sheds, do not provide enough protection and should be avoided  during a thunderstorm. These sheds may actually increase the risk of lightning strike via a “side flash” and cause  injury to those inside the shed. A “side flash” occurs when lightning strikes an object and the current jumps from  that object to a person near the object. Other unsafe areas are places with tall trees, light or flag poles, metal fences  or bleachers, open fields, any point higher than the areas surrounding it, and puddles of water.  

In addition to this word of caution, pop up tents, umbrellas and the tree lines at the field are never to be suggested  as safe.  

All affected persons at the upper fields will use their vehicles for shelter.  

D. Criteria for Suspension and Resumption of Activity  

A verbal Warning will be communicated to all directors when severe weather and lightning are 12 miles out and  approaching. At 8 miles out all play will be suspended, the Board and club personnel reserve the right to suspend  play at 8 miles out for fast moving storms or at club discretion.  

One long horn blast (appr 3 seconds) will notify all persons that the field is now closed for play. 3 horn blasts in  quick succession will notify all persons that play can resume.  

In addition to the Horn blast, Facebook will give live updates.  

Play will resume 30 minutes after the last strike has passed a minimum of 6 miles away.  

E. Lightning Safety Strategies  

As technology progresses methods for detecting severe weather will become more accessible to the general public.  This policy shall be amended to reflect most practical means for detecting severe weather.  

As of the time of this document the following equipment is utilized:  

Radar Scope ( as suggested by Severe weather Services)  

Hand Held Lightning Detector  

Visual and Actual Field Conditions  

A NOAA equivalent weather radio. 

F. Tornado  

Tornado Watch - Tornadoes are likely to occur in the watch area. Be ready to act quickly and take shelter, and check  supply kits. Monitor radio and television stations for more information. 

Tornado Warning - Imminent threat - A tornado has been sighted in the area or has been indicated by radar. Take  shelter immediately.  

 Games will be suspended while under a tornado warning.  

Fields may be evacuated.  

In the event we are caught outside during a tornado the following are suggested:  

∙ Immediately get into a vehicle, buckle your seat belt and try to drive to the closest sturdy shelter.  ∙ If your vehicle is hit by flying debris while you are driving, pull over and park.  

∙ Stay in the car with the seat belt on. Put your head down below the windows; cover your head with your hands  and a blanket, coat or other cushion if possible.  

∙ If you can safely get noticeably lower than the level of the roadway, leave your car and lie in that area, covering  your head with your hands. Your choice of whether to stay in your car should be driven by your specific  circumstances. Your best choice remains getting to a secure building with a basement or safe room.  

∙ If you find yourself outside or in a car with a tornado approaching and you are unable to get to a safe shelter,  you remain at risk whether you stay in your car or seek shelter in a depression or ditch, both of which are last  resort options that provide little protection. The safest place to be is in an underground shelter, basement or safe  room.  

G. Heat  

In order to Properly measure the heat, GSC will use Kestrel heat stress tracker to properly determine the stress on players as they compete. Tennessee is in a Category 3 region and as such will follow the following precautions  according to their WBGT.  

WBGT of 83 to 87  

Normal Activities may exist, provide adequate water breaks.  

WBGT of 88-90 

Provide ample amounts of water. This means water should always be available and athletes should take in as much  water as they desire. Optional water breaks every 30 minutes for 10 minutes duration. Watch/monitor athletes carefully  for necessary action. Observe athletes, schedule training for late in the day as possible.  

WBGT above 91 

Outdoor training should be severely restricted or suspended  

These parameters are minimum guidelines, listen to the players, observe sluggish behavior or out of the norm  performance issues and take action on a case by case basis. 

Heat Index Use  

The Kestrel Meter and WBGT will be used (when available) to determine actual heat risk to our members. Gallatin  Soccer club understands there may be times the Kestrel WBGT meter may not be available for local readings. The  following precautions may be taking according to Heat Index Values retrieved from local weather sources.  

Heat Index Under 95°  

Provide ample water. Water is always available and athletes have unrestricted access. Optional water breaks every 30  minutes for 10 minute time frames. Optional cool down methods should be available. Athletes should be monitored  carefully. Re-check heat index every 30 minutes.  

Heat Index from 96°to104°  

Provide ample water. Water is always available and athletes have unrestricted access. Mandatory water breaks every  15 minutes for 5 minute time frames. Optional cool down methods should be available (Shade cooling towels) Reduce  time outside or move indoors to air conditioning if possible. Postpone practice to later in the day if possible. Re-check  heat index every 30 minutes.  

Heat Index from 105°and Above  

Stop all outside activity including practice or play. Re-check heat index every 30 minutes.  

H. Cold  

GSC will ensure that all participants in soccer related events are protected from severe cold weather events. In an  effort to ensure as much safety as possible for our players, GSC has decided to use wind chill factor temperature  (WCT) as the primary information for game and practice alterations or cancellations. The following information  applies to all GSC participants.  

1. WCT above 37 will be considered normal play, coaches and directors may use personal discretion and site  conditions to modify play as needed.  

2. WCT between 36 and 30 – The potential for cold related injury exists, advise players and parents to dress in  layers.  

3. WCT between 29 and 25 – Modify practice and game times to accommodate shorter exposure to cold. Be  very aware that people react differently to cold weather monitor players for signs of cold related injury.  

4. WCT below 24 – Practice and Games will be suspended. 

Refund Policy

Once a player is registered that refunds are generally NOT offered by Gallatin Soccer Club UNLESS the club is unable to place the player on a team due to no fault of the player/parents.

GSC does not accept requests for, nor can it guarantee players/parents will be assigned to any particular team, coach, game times, or practice times / locations.

Not receiving preference for any of these shall not be grounds for requesting or receiving a refund. Anyone who needs to have input on their practice days/times should volunteer to coach to be able to be involved in selecting those times.

Any *exception* requests to this policy (or ANY other refund requests) MUST be sent, via email, to gallatinsoccerclub@gmail.com explaining the reason for the refund exception request with the subject:
